Hypothetical: you've been at your firm <1yr. Things are going well but you're not eligible for a promotion this year. Should you accept an offer from another firm for more money or stay?

Been at agency 3 yrs. Was just informed I won’t be receiving a raise because I’m at the top of the “pay band.” First I’ve ever heard of a policy like this, here or anywhere. Is this a “thing” or BS?

Didn't get the promotion I believed I deserved this assessment period. How is the appropriate way to voice my concern to my manager?

Was staffed on a project where I have almost zero experience or understanding of the work. A lot of accounting and FP&A processes which I have no background in. It’s only my 2nd project so part of me believes you have to deal with it. Obviously I’m curious if I should say something, raise it with a mentor or gut it out until the end. Thoughts?
