Sometimes you can attract a candidate who is ready for a promotion with a more senior title and keep them longer because they come to the new agency to grow. It's a good opportunity for both the candidate and the agency.
I can see that strategy. Just seemed like a red flag to me.
It’s a good question. In my experience there’s a couple options:
1. They’re casting a wide net. Willing to look at multiple levels to fill the job accordingly.
2. They’re desperate.
3. The pay sucks.
4. You’re talented
Could be an opportunity for you. Don’t sell yourself as something you’re not, check it out and see if it’s a good opp for you.

Happened to me once. Day before the online interview (overseas), they sent an email saying it was a typo, they were offering an AD position, not a senior one. Hopefully yours isn’t and never sell yourself short. Good luck!
You'll find out a lot faster if you speak to them as we're just speculating here... You can even actually ask them that question. "What made you reach out to me"
I wouldn't read into it much. Especially if they're not an in-house recruiter but from a staffing agency. Also, another reason that I don't think has been mentioned is the potential to be offering title as an incentive to bring talent they lack in the local market. SD isn't exactly the advertising Mecca. Smaller markets have a harder time pulling people from NYC L.A. Chicago etc.
Don't spin your wheels wondering. Just talk to them (hopefully they actually get back to you and actually do a screening call with you). You can learn + practice this way.
Don’t forget to talk to them with an open mind, or don’t talk to them at all! Treat every date like you might marry them until the moment you decide you won’t, you know?
Still, San Diego is the best city in the United States. Don’t sleep on this.
I work in SD. As somebody already mentioned here, SD isn’t the mecca of the advertising, clients are small, budgets as well. Most of the people don’t know what’s ambition, but the life balance is amazing, weather is unbelievable. Job titles over here aren’t accurate cause a lot of people grew up working only here and didn’t get experience in big agencies which isn’t my case. 😛
Agencies like handing out titles instead of paying people these days.
3 years is early, but not unheard of. Especially if your work is good
It’s too early. It means the agency doesn’t want to pay a legitimate senior salary so they’re looking to hire a mid level Creative for the role. Agencies are doing this across the board now
