The travel ban from Europe has an easy workaround. Go spend 14 days in India, Turkey or Mexico and fly from there (without connecting in Europe) to the US.
Agree with BCG1 above. Go apply from another country. Consider Dubai. I just got my H1B visa stamp in Dubai a week ago. The petition was approved in the US in January but without Change of Status. So, I had to travel abroad to get a stamping at US consulate. Dubai turned out to be a great choice. Once you have a Dubai residency visa, you can request an appointment at a US embassy with the NIE exceptions. Dubai has a “remote work visa program” which allows you apply for a one year residency. It takes about 3 weeks from application to getting the residency.
Don’t apply from India.. Rejection rates for L1 visa in Indian consulates is very high.. Work with your company’s legal counsel to figure out where else can you travel to apply for a visa
MC1 your mention of high rejections in India is based on recent stories? I know rejections were 80-90% back in 2019 but is it still the case? I have May 5 in Dubai but want to get done sooner so seriously considering Chennai - have paid fee in fact.
Apply for L1 from anywhere BUT India. Both Delhi and Chennai consulate are terribly painful and many colleagues have been rejected. Work with your law team to find a way in EU, Mexico, Canada, or SE Asia.
Source: Me, 2 applications in India (all approved, but super annoying), 2 applications in Canada/MX (super easy and breezy).

P1: Canada is not operational so considering Chennai. Did you get your L1 approved? Can I DM you? Would like to understand more when you said painful.
Yup, all were approved. Just that some locations are like visiting Amazon Go vs the DMV in terms of UX.
