I had the weirdest thing happen to me. The CTO flew down to meet with me and discuss start date, OTE Salary, and even emailed me the benefits guide. He scheduled a meeting with the CEO and said “offer letter to follow.” Three hours before the meeting the CTO called me to tell me they were rescinding everything due to a business decision that they aren’t filling the Solutions Architect role. Does this happen? What should I think of it?

I went through a few interviews with the Deloitte Cybersecurity for a manager role. I've been in more senior roles at competing firms. Initially I said no thanks, but after the 4th call they made an initial offer at the top pay of the manager salary range and sent me a link to the application form. It's a 20% pay bump for me. So the question is should I take a demotion for 20% pay bump? Or counter with a lateral move? Is it even possible to negotiate a higher level after interviews are done?
