Since you've brought up the ethical point, the short answer is yes.
From a company's perspective, they cease the search for a new employee once an offer letter is accepted and if it's part of their process, they will let the other candidates know that they are rejected.
By accepting an offer letter, you are causing stress to the other rejected candidates who will have to start their search again. By not joining, it will result in the company losing time and resources in trying to find a new hire.
If possible ask for more time to review the offer instead of accepting it, because this practice of having multiple offer letters in hand and using that as a negotiation is hurting the job industry and your peers.
