Promotion usually means more responsibilities. If you're getting more money with less/same work, why this doubt?

Never revoke resignation
They won't keep up the promise. Secondly you cannot resign for next 6 months as you have revoked your papers.
Without knowing the current and new company it's difficult to say but based on the information you provided join new company as 120% is good hike. Once you put papers then don't think to take it back until very much needed.

Never revoke resignation it brings multiple issues at a later point in career.
As I see, subsequent years hike will be minimal as they would have given you matching hike to retain.
This is just a tactic to make you wait and then torture.
Do one thing, ask your manager if he can give that in writing. If he gives it in writing that you are promoted or will be promoted then you may stay if you want however I believe you shouldn't stay.
You might have took this decision of moving out after analysing certain things, now don't back out. Just do it. Switch.
No promotion can match even half of what you are getting outside. Leave. You can even get more.
Just leave the current employer. Not one will value your worth until you slog but once you plan to leave, they will run behind. 120 is indeed great hike, go and join new organisation

New company ofcourse. This is not even a fair comparison. A clear cut choice
Go with company offering 120% hike. You can even negotiate other offers based on this 120% so you can get even better package.
Just switch dude don't think of revoking.
