Is IB worth the sacrifice of WLB? Obvious pay is really good but are the prestige and pay worth it if you’re planning on only doing it for a couple years?

Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? I'm coming to the end of a contract term and being converted to FTE.

The offer was presented to me by the hiring manager and not HR/Recruiter. To me it is a lower base salary offer than expected, so I asked for info on the total compensation package (base, benefits, bonus, stock/rsu, etc.), which I was told about when they took me on under the contract with the intention to convert.

Hiring manager sends me an email with only standard benefits, no bonus, etc. Are these red flags?

6 months pregnant and just laid off. And 40% of my severance was just taken in taxes ..
