Curious if you’re framing your experiences as skills rather than achievements? Rather than saying in interviews “I write policy,” etc, try talking about the impact your work has had on larger business goals. I think learning to tell your story in a way that focuses on business outcomes will set you apart from other HR managers with similar skills.
I actually do both on my resume. But I'm certainly open to feedback as well.
Go into Tech they pay great

I’m in the same boat. I was at 75k as a Manager with a Masters and 11 years experience. A month before graduation, I was promoted to Director at 90k and 15% bonus. Another two mos. later, I was moved to Executive HR Manager with no increase. All other directors in the company are making between 130k - 150k. There are sales people making a higher base than me and it eats me up inside every day. Believe me, I feel your pain. I want out as well.
Look for somewhere different it is no reason why HR roles are paying you under 130k with 10+ years of experience.
What sort of industry are you in? That does sound like a low salary for the work and experience you have. If you could pick an industry of choose, what would it be…? And, what components in a job are important to you? For example, corporate culture and some flexible timing are two very important things for me.
What’s interesting to me is, manufacturing requires a ton of different levels of work, at least that’s what I think? Please correct me if I am wrong. It seems you would have a strong ability to project manage and understand a large scope of personalities and regulations due to various levels needed in manufacturing. I am thinking on your former question, and an idea around working in HR for an import/export company came to mind? Tell me you thoughts.
Look elsewhere. That’s low for a HR Manager tbh. Could it be that the industry you’re in (manufacturing) typically pays low across the board?
Absolutely!
You might be in need of a better industry. If I were you I would look at the industries with the fastest growth and returns in the past 10 years and invest your next 10 in that field. I would go for tech, they're not cheap!
