No need to tip the breakfast- unless you are leaving plates for staff to pick. Mostly you pick a plate, serve yourself and then put the plates on a table.
I used to tip room service but they no longer clean the room everyday or even a day during the whole trip

Welcome to work travel- hopefully you arent the ibmer who tried to dox me yesterday but let me answer in good faith.
Complementary breakfasts where you get your own food / coffee and clean up after yourself you dont need to tip. If someone is particularly helpful (e.g. sometimes they bring coffee, or refill) I will tip maybe once during my stay.
Bigger thing- you should be tipping for housekeeping in cash. Google recommended amounts. At least when I was with IBM I could expense the cash given…absolutely check to see if this is still in policy

I would avoid complementary breakfast, you will have to take it out of your per diem unless times have changed since I was at IBM

@KPMG1 & @MS1, they put the breakfast charge on your receipt and comp it, if auditing were to find it, they could clawback per diem. Small chance, but possible. Also, have had stomach issues from hotel food before, pre packed or fruits will be fine though
