If she’s two grade levels behind she should be evaluated.
In my district the student would be recommended by his or her teachers for testing only after a list of other things have been tried: chunking assignments, shortening assignments, preferential seating, small group pullouts…. I can tell you that I have students whose area of deficiency is only for one subject because testing shows a gap in their ability there.
Maybe she really doesn’t understand the math ? Some kids really do have a hard time understanding the new core concept. Good luck to both of you I’m sure your doing a great job .
I am not that knowledgeable in this topic either. I think it is better if they seek professional help. Consult a doctor.
She may not have ADD, but it does sound like she may be a good candidate for an IEP. My daughter struggles with processing time, and she was approved for an IEP for the first time this year. It's honestly like night and day, just that little extra amount of time they give her has changed everything. Do they do IEPs in your school/district?
ADHD isn’t like a light switch that you can turn on and off, much like ASD. You could bring it to the team, present what’s going on and see what the team says?
Are you a math content specialist? If not, then perhaps someone with a deeper understanding of the topic might be able to assist her?
Students at my school that are only 2 grades behind would be rock stars in math. Most can't do ANY basic math, and can't even seem to understand that opposite sides of a rectangle are congruent.
Math seems to be the trickiest subject for a lot of students.
I think that testing her couldn't do any harm. I am certified to give a medical diagnosis but it sounds like she could have dyscalculia. It is specific to math and number related concepts
This student sounds like the kid I was. My senior year in HS I was in all AP classes.....except in math (I was in that class with almost the entire detention roster fyi). I have dyscalculia, and finding out I was not "just dumb" at an earlier age would have made school so much less anxiety-inducing for me.
If the parent believes her child should be referred for special education, why wouldn’t the school grant her this opportunity to find out if she is eligible for an evaluation. If a child is 2 levels behind in math she clearly needs intervention. As her teacher, I would definitely contact your Exceptional Children’s Department for guidance and support for this student. Consult with your Director of Special Education, counselor, admin etc). Data needs to be collected along with referral forms and parental consent for evaluation.

but tell the mom to request cognitive and academic achievement testing, then the school has 45 school days to complete testing or give evidence to prove why testing isn’t needed.
She may have dyscalculia ( which essentially means struggles with math)
And she may have a significant discrepancy between what she is cognitively capable of and how she is performing academically. That would qualify her for a learning disability under idea guidelines for an iep
In Mi we legally have 30 days to complete an evaluation
It’s not for the teacher to decide. The district must test if the parents request. Also, math is where it shows up most often.
If the student is making growth in reading it may be that she had a learning disability in math. If interventions have been in place and implemented with fidelity, it may be time to make a referral to your special education department.

They do IEPs at my school district.
Last 2 years:
-2years ago teaching remotely then hybrid with lots of quarantining, maybe she didn’t learn well remotely
-last year, we were back but there were no subs, I know 2 teachers who were out most of the year for legitimate medical reasons (cancer, stroke) and didn’t really have a sub, and were obviously not writing lesson plans.
It could be that simple.
Testing a student is not making a medical diagnosis.
Getting her tested won’t hurt. We didn’t find out my son was dyslexic until his junior year of college.
