I feel it's better you switch. CTS might give a counter offer but there may not be any growth in future.
As long as you are happy with your current role and company has given written assurance that its willing to give same hike as market correction. You can continue.
In my personal opinion, I would accept the new company offer and join, so that could build new network with people and gain knowledge from the new company.
if money was the only reason you were looking to switch then you should consider else go for a switch otherwise you will again be same phase looking for a change.

Are you happy doing the same work for more than 7 years? As you said its the same project.
If yes, then stay
But if you want to explore, gain more experiences, meet new people, understand culture of a diff org, want new learning, go ahead and switch.
It's best to move out. The number one reason being you will move out of your comfort zone. You may not get another opportunity especially to move out of your comfort zone if you accept the counter offer. Plus your future rating and promotion will be compromised.
Try to explore more offers, give preference to a good tech stack and role. Balance between role + money.
It’s better to accept the offer and start looking out after three months. If you get another offer , your offers will be on top of your increased package.
This is what one of my friend did in Cogni and got 80% hike overall.
