I know everyone else has said this but "Get it in writing"
While it's not the strangest thing I've heard, I have encountered people who did not get the promised title because of "performance".
Make sure it's clearly stated that the only reason you are starting as an associate is because of your start date and the new title will be assigned to you at the start of a new year irrespective of any other factors.
Also make sure your compensation is clear, will you be paid as an associate in the interim? If that's the case then make sure you have the pay raise also in writing.
Lastly, roles and responsibilities...if they are hiring you as a future VP but assigning you an associate's title and pay, do they expect you to deliver at a VP level.
Just a few things to think of.

I wouldn’t take it unless they give you the VP title and comp now: 1) they posted for a VP + 2) they want to hire you = push them on it. There’s no reason to leave your title and comp to chance.
Not strange at all
Why does middle of the year make a difference? They literally type it in somewhere and no one cares. It not CEO. Sounds weird to me. If it was that big of a deal then why did they list it as VP in the first place if they couldn't hire as VP?

It’s normal and common. Your relevant experience would dictate what level you got an offer for regardless of what the ad said. The best you can hope for is to negotiate to be hired as a ‘VP0’ and become a proper ‘VP1’ by the end of the year. Tell your manager it would help you get traction quicker internally so it should be in his/her interest as well.
What’s your current title at your old shop?
It’s especially weird given there are two titles between Associate and VP at MS. Are you skipping both? But not that weird that they want to do it on the normal promo schedule.
In banking there are not two titles between associate and VP... Analyst -> Associate -> VP -> ED -> MD
