I did, he did. I gave him the help I could, and so did another colleague who actually knows more. The guy sat around for an hour and then went home. Now I have to stay late to do his job for him, and it'll take me more than the five minutes it should have taken him because I'm not an expert in his field, as he's supposed to be. My boss better be effing thankful >={
In situations like this I'd go over his head and copy my boss. Then his boss will either make his employee do the work or push back. Either way you'll show that you pushed and yet will get it done regardless.

If it were me, I would ask for his opinion on something. Could be unrelated to this task. See if that gets him engaging with you
Ask if he needs help. genuinely. Good way to see if he really does, or if not, to remind him or see what issue is
