Isn’t this already part of the process to apply for EB-2/3 and H1B? Proving that the company cannot find an American citizen to fulfill the position thus the need of visa?

Looks like these are going to be in addition to what is there already.

I’m just starting the PERM process now, how will this impact me?

When you got approached for the next billable project where you do not like the role and don’t think it fits your long term or short term goal, how would you phrase your response?
