I’d tell them you’re really interested but you have offers from other companies willing to pay you more. Hopefully by making it seem like you’re slipping away they’ll realize they need to come back with a better offer especially with your YOE.
If they're hardballing, you can't do anything. Either you take it or you walk
Maybe come back to them later when they have more money in their budget? I'm not sure what to do if they aren't willing to negotiate.

these suckers are like that only. they never increase, and the HR was very rude for my case.

For 14 yrs, 27 lacs is too less. Aim for 40+ at least.
Even i had cleared the interview and they were not ready to give the offer.So i cleared another interview and showed them the higher OL they were ready to match it.An HR guy literally cried telling ,many guys turned down the Offer last minute and they are ready to pay be a little more than my higher salary too.So I guess timing and showcasing more offers have to be the way to get what you want and even more.
Problem is another company has not released the letter yet. Everyone is delaying
I'll say accept for now, keep working towards a better offer , and once you have one that does justice to your profile, email them. Say that you have a better offer but are giving them a chance to match it as they were the ones to offer you first. Also, if you like the new offer's position and org, also mention in there that they can consider you as no longer interested if they can't.
