I would just leave if you’re unhappy and you have other opportunities.
No need to bad mouth your employer - I would try to communicate those frustrations in terms that the employer can see themselves filling that void - e.g. “I’m looking for a more collaborative culture” or “I don’t feel like there’s room for me to grow in my current position at X” to avoid having to directly badmouth the company.
Agree with the post above. I left a job that was super toxic and only said, it's just not the right fit for me. 9/10 interviews didn't press beyond that. I also find it's helpful to phrase it in a way that it's not what you're leaving but what you're going towards
Honestly, I think a 1 y 6 m is enough for our generation. You shouldn't have to suffer for the sake of having "longevity."

"I saw your posting and was so excited about your company and this role, I had to apply." Then point out one or two specifics that excites you.
1.5 years is a normal period to leave, not too short. Maybe you can point to the lack of development opportunities in your current place. And that you don’t apply for every vacancy but only choose the best (where you can try new things etc.). Good luck
