Apply to a manager role at a mid tier firm while the market is still hot.
You should have the conversation now and honestly should have had it when you got passed last year. I would get some assurance that you are getting promoted. If not, I would find another job asap
Yes, don’t let a company keep you down.. if they aren’t promoting you and you think you should be at the next level, look elsewhere and take your time when deciding your next opportunity..
And yes, you need to have the conversation with them and let them know you think you are ready for the next step (and have a couple pointers to point to which demonstrates you are ready). “The squeaky wheel gets the grease”.. if you don’t say anything to them they’ll pretend it’s not a problem and keep you where you are..

Theyre playing you like a fiddle my dude. Please bite the bullet and leave before you're a senior 15

Senior 15 💀
Yes.
You need to get another job. You should not be a S5.
I would’ve done been gone, holy crap you are patient
I hit 40 and surpass my service line/rank utilization target.
My personal take — it wouldn’t even be worth sticking it out there for the promotion. I can only imagine them dropping you in the lowest comp bucket after that kind of wait. Go elsewhere while it’s still the applicant’s market.
Gtfo of there

What specialty is this?
Most are booming so unless it’s a really strange one - they’re playing you and don’t think you’re a good manager candidate, but don’t want to lose a senior.
No business case? You have to present why you should be promoted or am I reading that wrong?

You said it perfectly - they don't have a manager position for YOU. Take the hint and the advice of 100% of the comments here and bounce. They're taking you for a chump and I'm angry for you.
If you’re at somewhere other than EY, DM me and let’s chat. I’m connected to plenty of tax BUs and can see if there’s a manger opening for what you’re looking for.
If there is no room for another manager, your only option is to find a larger office.
Does have to be, you just have to find a different office, could be the same service line and company.
move to another big 4, PwC for example
