Severance pay isn't the only issue. It's more that they have to explain to their next employer that they were fired based on performance, rather than the true reason of COVID-19.

Not all layoffs are performance related. There are folks who were removed with reason as "Covid Layoff" and this includes non PIP folks. In india they are following a different approach where folks are put on PIP for few weeks because of some rules by government. In a normal year, these folks would get a chance to bounce back next year without being laid off but in Covid era, they might get removed.

When we let people go for performance reasons, we don’t consider that “for cause.” What you’re suggesting is 100% not what’s happening.
Is this any different from all firms, MBB included, ratcheting up CTLs in bad times so that they can claim they've never laid anyone off?
