If you found a job that you’re excited about and is a good fit I say go for it. You wouldn’t really be in the running for any senior acct roles until you have a year’s experience in your soon to be senior role anyways.
I’d leave. You are excited about this opportunity and though it’s great to get the promotion acknowledgement, you wouldn’t spend any time in that senior role, so even if you got the title and then moved on, could you really say that you supervised staff anyway or whatever other senior tasks?
No I won't, I'll be one of two staff accountants which I'm happy about given my tax background! But I hope showing I've been a tax senior will make it easier for me to be a senior acct later down the line since my current company saw that in me.
If they told you you’re getting promoted then you’re already a senior for all intents and purposes.
Title doesn’t really matter unless client facing.
Current title is “general manager”, but am CFO when looking at roles, responsibilities, and power/position in the organization.
Title may be negotiable. If you’re excited about the offer and all else remains the same, you can ask if they grant senior title since you’re so close. If it doesn’t cost them salary bump this is a very minor detail they may not care about.
Change. I'm worried that leaving before senior even though I've been told I'll get it could hurt me. But if I'm leaving tax would it have as much of an impact? I've been looking for the right staff job for a bit though so any advice welcome!

I hear you. I just made the leap and start a new job in a couple of weeks. It is never easy but staying was wrecking me. I was not going to make a couple more years for manager title.
