I had a final interview a week ago where the interviewers showed interest in my experience and indicated I might get hired, as they wanted to fill the position quickly before November's hiring freeze. They said I would hear back the next day, but I haven't received any news yet. However, my friend’s referral portal has been showing my status as “hire". What does this mean? Do you think I will make the cut?

Can someone explain how billable hours work? At a new agency and although I had to fill timesheets at my previous agencies, they were mainly used to ensure we weren’t over servicing a client/for setting the appropriate retainer for contract renewals. I asked ppl at my agency but haven’t gotten a proper explanation. I get the impression that billing to the agency admin code isn’t recommended, and my manager said he bills everything to client codes, but that doesn’t make sense to me .
