This is certainly a little unusual.
That does not sound healthy! Do you have any relation to the organisation? Anyone you know maybe who works at that org.
It seems to me that he ticked you off so he down the interview but never gave you a shot. This could be for a number of reason but his approach was not professional.
- He already have somone else in mind and done the interview and this is HR who is forcing him to do more interviews
- Somone is already destined for the role, this is just a tick box exercise
- Somone who you and he have in common told him that you should not get hired.
- He had been told to hire somone by his boss, but HR is forcing his has to have the interview.
Don't forget, sometimes it's not down to your ability but internal politics in the organisation. You are better to go elsewhere, you can't win them all.
He could just have a schedule that is overloaded. Although, that may not bode well for what yours will look like if you end up working there too.
Another thing, he kept steamrolling me the entire interview. I never had the chance to complete my thought without him interrupting me. And as far as feedback goes he was BRUTAL at the end with it: “You are very, very far away from the skills we would need in this role”. Maybe it’s true and I try to be straight forward, but c’mon that’s over the top. Also, no q and a at the end, just his cute little assignment.

No I think it's warranted. This is giving the recruiting company a bad name
It’s called a sham interview. Brian Flores just sued over this situation among other things.
