I wonder how much of the perceived quality gap between MBB and T2/B4/boutiques is related to having easy access to support resources. Recommendations, deliverables and general depth of thought could be noticeably better if there was less time spent on outsourceable work.

I do that sometimes, too (although we can outsource it to the support team). Sometimes doing it by myself yields much faster and higher quality results.

20%? Usually my conscious choice rather than being forced to. If it’s market data or repetitive research I would just do an example and outsource it. If it requires more knowledge/content, I would either do it or ask the knowledge team to give me some pointers overnight.
Yes, happens at EY. EY-Parthenon is just now building a knowledge organization similar to what MBB have, but as of now staff and seniors google things that could be sourced to people who are good at that sort of thing.
We have GDS which are resources in India that can do financial benchmarking and things like that, but if you wanted to learn about an industry or have something that requires actual industry knowledge they can’t do it.

We have resources available but budget, time, and inconsistent quality of results mean I rarely use them. So, yeah, I’m googling until late into the night. (Not an ideal setup, by any means)

My experience has been different than M1’s. I leverage all of our resources as much as possible. I probably google things (for work) once or twice a week, and the answers are usually pretty easy to find. So in total, I do less than an hour or two of first hand research a week.
Anecdotally: the best analysis I ever did during my associate days (got direct praise from CEO: “one of the most insightful charts I’ve ever seen”) was one where I hyper leveraged all the resources at my disposal. I structured the analysis (aka provided the hypothesis), asked our research team to find data, then asked a 3rd party provider to triangulate with on the ground research. Finally sent that to our graphics team to spruce up visuals. All in all, it took me, personally, 2 hours of effort.
