I didn’t know they’d accept applications without it; certainly changes my own thought process if so. Do you have other tests completed (GRE)?

You can’t get away without the GMAT especially not with a low GPA. How do you have multiple promotions in 3 years?

Take the GMAT, and if possible try for MBA Math for alternate transcript. Strange can be good for competitive schools as the adcoms are hungry for diversity.
I don't think T-15 allows for applications without GMAT. They just won't process it. One of the tests is a must (Gmat or GRE) .
You can apply for test waivers but with a 3.0 from a state school you may be challenged to get it without some other sort of evidence (certificate, additional quant coursework with a transcript that shows an A) that demonstrates your ability to handle the rigorous coursework.
There are a number of schools now accepting the Executive Assessment (EA) for their full-time programs without any questions asked - CBS, NYU, Cornell, Duke, Darden.
