First, find out why she doesn’t want to get off the bus. Is she being bullied? Did something else happen? Is this a new thing or a long-time problem? Find out the cause and go from there. But, the parents should also help—unless they are the problem (putting on a lot of pressure for her to get good grades, telling her bad things about school, etc.)
I think it has been a long term problem back before she came to high school. Also lack of consistent attendance.

Does she have a friend who can wait for the bus to arrive with you so she wants to get off and see that person?
We use iPad, music, peer assistance, anything that will motivate that student to make that transition. We've had to use transportation vans instead of busses in some cases. Find that one person they really love (staff) and see if they can meet them in the morning to help with transitions. Sometimes just waiting is key. Don't engage in the power struggle.
It’s always our problem or our fault, but anyway... maybe trying some sort of behavior plan that rewards her for getting off the bus and making it into the school building. Perhaps if she gets into the building, immediately reward her with something that is very motivating.

The parents need to help with this problem.
Is there an animal at school that she could be in charge of in the morning? Something to feed? When she gets inside school does she feel content?
Our district has staff at the school to help in this kind of situation.
Oh wow, I am very concerned with that parental reaction. I hope they're not really that checked out when it comes to their daughter. 😟
