We're led to assume that Potter's only motivation is bringing down Bailey and the town with him, but that fails to account for the human desires and incentives that lead him to pursue the growth of his bank. If his only motivation is spite, I'd agree that he's a jerk, but we don't see that. Even seeing town without Bailey as a slum doesn't convince me because I don't think we can assume that conservative lending practices are wrong for the economic climate.
To be clear, I don't root for Potter to crush Bailey, but I don't think either has a monopoly on the moral high ground.
Scrooge/Tiny Tim isn't a rivalry like Potter/Bailey. Scrooge is a dick to a bunch of people, but he has a valid request to be left alone, a request most people don't respect. The three spirits don't respect that wish either, but as characters in a dream, we can attribute their revelations and the transformation to Scrooge himself.
Holding the $8k when it wasn't his was unscrupulous, but from a utilitarian perspective, no worse than losing $8k of someone else's money. What would Bailey have done if he held the fate of Potter's bank in his hands?
