I have an approved EB2 I140, but downgraded to EB3 for 485 filing with a pending I140. So do I have an approved I140 or not?

I have joined into a big product based company a year ago and am feeling the below and want to change company.
1. No good learning from project
2. Lost all my hands on or knowledge which I have last year
3. All internal tools and frameworks so can't able to get good offers.
4. Work location is too far.

What EB2/EB3 Indians go through in this country is sheer madness...filling in the paperwork for PERM for the second time in 7 years as I changed my job after waiting forever. Priority date nowhere in sight to be reached. Only ourselves to blame for wanting to do this.

I checked SEVIS site and it looks like my school missed one six-month validation report that was due on Jan 2021. Is there anything I can do to remedy this? Will this affect H-1B? Fyi, I received RFE 😭
