I heard that the cool off period is six months. Does that apply to my situation because I didn't attend any interview.

Can I use referals to apply before 6 months? Or should I wait for 6 more months?

It also says to accept within 3 days and a clause is written that joining date can be revised only till 5 days. Will ibm revise my joining date ? I filed my tax with TurboTax. It said my estimated refund is $700. I got a letter from IRS saying I actually owe $400.
