I have an offer with CTS - 19.6L and in negotiations with HCL and am planning to ask 25L to HCL. Is it high ? Any suggestions please?

Also I am not interested in CTS as they are so volatile now so probably will go HCL or other offers which I will get in the near future.

My cctc is 22 and I have 9 years of experience. Tech stack - Python, Snowflake, Azure, SQL.
I have a notice period of 90 days so I rarely get an interview. I got an offer of 24. This company is not even giving 10% of the hike on my cctc. Should I take this offer and wait for my notice period to come to 20-30 days so I can give more interviews? Or should I wait for another opportunity. Please help.
