It's obviously not fair.
I'd expect you to give 150% of our time on a 50% project.
Tell him you are upskilling
Feels fair to me given the following conditions
- you have time to look for another projects that can fill your other 50% and
- you can scale back your commitment on this project to 50% once you find another one and
- your company pays you regardless of your utilization
Companies need us to sell all of our time to projects. Projects want to pay the least amount possible for the most work possible. A 50% project has no right to demand 100% dedication.
In all seriousness though, you need to spend your free time on finding another project / networking / upskilling, and if your project manager expects you to give the project 100% they need to give you 100%.

Why does that affect your utilization rate? If you’re working 40 hours you should be billing 40 hours, which would put you at 100% util. Why does your booking matter?

Correct. Booking has nothing to do with charging. They’re unrelated.
Tell him/her you don’t work for free. If they don’t like that, then tell them to up your comp or deal with it
