Compensation is based on your accomplishments and added value, not necessarily your time spent in the role. To get that salary bump show that you’ve mastered the job requirements for the role (according to the job description) AND give specific examples of where you’ve overdelivered, examples of where you made something happen and where you have added value. A raise doesn’t come with time in a position, it comes with you owning your position while taking on other challenges and projects to show your value to the agency. Have you set goals for yourself (in writing) and achieved/surpassed them? A good annual review will set up those parameters in writing so you can fight for what you deserve. Most agencies have no standard at all that someone would get an annual increase. It’s rare.
Any increase would also be decided upon by your review time. Not much “negotiating” to do at that point.
If you deserve a raise, bring that up now to your manager. Before the review. Good luck!
