Yet some people still want college and high school sports to proceed as normal. We'd literally have our kids dying on the field for our entertainment.

I would recommend that you tell students they can respond at the end of class/during passing periods. If it gets serious with the parent, you should get back up from your department head or principal.
What is the school policy? If no phones allowed then send a nice reminder home. Our middle and junior high have a zero phone policy during the day. High school, phones are a major pain. Now if the state passes this new law where we can’t discipline for language or being spoken to demeaningly, there goes student conduct codes!
We have a no phone policy from the first bell until lunch then from the end of lunch to end of school. Students can either respond at lunch or if it’s an emergency the parents can call the office
