You can get it for around $900. Not too far off from the Surface. Though a tablet with a keyboard might fit your needs more.
I have a dell xps 15 its really solid and i can play videogames/stream get good quality out of it. Might be a little out of your price range tho

iPad with a keyboard. Look at Apple online store, they have a refurbished area and you can get it a little cheaper. You definitely don’t need a Pro or Air version.

I bought a mac mini 2020 with the new M1 chip for $670 from Costco. It's expensive but totally worth it! Amazing power, speed and can do almost anything you want.

I got a MacBook Pro to supplement my work computer and soon realized I really just needed an iPad. Now, I've got both and use the iPad most. I'd get the nicest iPad you can afford. If you want a keyboard for it, you can get that, too.
I bought a Lenovo Thinkpad — hands down best laptop I’ve ever purchased. Never going back to Dell, MS, etc
A Mac seems like a lot upfront but it will pay for itself. I bought a MacBook Air in 2011 and it's still functional. I use it now as the laptop I bring on vacations. Works really well, but I won't be devastated if it gets lost/stolen/damaged.
MacBook Pro retina dies play and I’ve had mine for years with no issues.
lenovo x1 extreme or carbon or one of their yogas... their thinkpads are so good
Look at the ' expensive ' chromebooks with touch screens etc.
Probably what you need.
