OP, D1 can correct me, but I believe the sum of points against federal payments are:
1 - Opportunity cost is lost when staff take FMLA as they are not working. Federal payments would encourage the use of FMLA limiting resource availability. - My response is that this is using economic pressure to disadvantage lower income workers by minimizing child bonding time.
2 - Federal payments impinge on the rights of employers and employees to negotiate benefits like parental leave. - I question if OP negotiated his own benefits with Deloitte or accepted what was offered. In reality, people need jobs and lower income workers typically have less marketable skills and less negotiating power.
3 - Federal payments would need tax increases to pay for themselves. - This is true.
