I mean if they’re prepared to take the offer from the smaller firm why not? Being honest with your recruiter about the reality of your situation is fine. If they were making up a job or they weren’t willing to take this one I’d say don’t do it

OP - you have to realize that Deloitte or for that matter any large company has to follow company wide policies and hiring freezes. Smaller companies are able to flex the rules, but larger companies do not typically do so. Approvals for exceptions are few and typically require senior leadership approvals. Exceptions are also based on level and uniqueness of the role, which I suspect may not be there for an Analyst or Consultant level. I also suspect your offer is stuck pending the hiring freeze being released. You can continue to wait it out, or move on to the other offer. When things open up, you can engage with Deloitte at that time and ascertain if you still want to pursue a role with them. Large companies are like a big ship - they don’t change course as easily as a smaller boat. Good luck!

I work with recruiters and the hiring manager is not ready but has instructed the recruiter to keep you warm, meaning they would hate to lose you but can probably deal with it in this economy.
I have a feeling that's what is happening here.
