If you feel you are severely underpayed then unfortunately the only way you likely will make up that gap is by switching jobs. Unlikely current employer will give you a giant boost unless you get lucky and find a new position within the company at a more senior level or a different job title. Hard to say without knowing what you do though. Good luck! In general never a bad idea to be interviewing anyway. Keeps your interviewing skills fresh and your options open.
Absolutely - its a candidate’s market and sighting a ceiling in your role (budgetary or otherwise) is not looked down upon when I interview candidates. Just make sure you have a good explanation on what you have done to remedy before leaving.
I experienced something similar to what you’re going through after I hit a year at my first job. Brushed up my resume and ended up getting a job that had a better title and came with a 33% raise. The gap between my current and desired salary was too big to be able to fix it where I was currently.
