I was being recruited by two fairly “prestigious” agencies. One recruiter was incredibly kind, gracious and understanding. She was patient, intelligent and got to know me.
The other was rude and insulting as a strategy to get me to budge on my salary ask. She also misled me in many ways about the role.
When I think of moving jobs, I often reach out to the one who was kind.
The other one is so toxic, that it makes me question the agencies that hire her. I pretty much x them from my list. Toxic hires toxic.
Long story short, if you’re creative, find yourself a recruiter #1.
If you’re a recruiter, try to be like recruiter #1.
Someone who is empathetic, follows up when they say they will, and keeps the job candidate in the loop.
Picky one here, but imo responding to underqualified applicants who take the time to reach out. Especially those straight out of school. Many don't understand why they're underqualified because they don't have a good understanding of the industry landscape. A simple response can go a long way

Someone who treats and talks to you like a human being than a person for a slot they need to fill.

At this point the bar is pretty low so… Someone over the the age 25 who knows what they’re doing for a change.
Rising Star
Honesty is pretty important. I'd also like to be judged by my work and not awards or the prestige of the agencies I've worked at, but that is probably too much to ask.
