What's an SM? I'm presuming a manager of some sort, but nonetheless, I'd report it. Don't let a*holes get away with that crap.
Talk to another PPMD, I don’t know a single one that thinks that is Ok.
It is not okay. On any level. Relay to another PPMD and/or your HR manager. Document the hell out of it

I agree it can feel like the a**holes often win here, but we need to report them or they will keep winning. After 2 years of our whole team reporting this one guy to HR numerous times, they finally seem to be taking us seriously.
An entire team??? That’s horrible...that doesn’t make much sense to have to have an entire team to report 1 person before HR will actually do something...
