Yeah unless you make 100k+, 16% is too low. Then Roth IRA and regular savings

1. 6-9 months expenses in cash (go 9 since you have no rent) 2. Max 401k 3. Max IRA 4. Max HSA 5. Surplus to brokerage (lots of investment options - research asset allocation strategies)

Why do you say 9 months since OP has no rent? Just to get the actual $ amount in emergency fund higher?
