It’s worth a discussion, especially if she is going to use the same agent for both the sale of her current property and the purchase of her next property. But I kind of suspect that your friend is moving from a distance so would not expect this to be the case. You can always ask, most agents won’t budge on their commission, but some may come down from 3% for their side of the transaction to 2%.

The buyer doesn’t pay commission. It comes out of the seller’s side of the transaction.
I'm sorry I forgot to add...she is selling her house. and trying to buy another one.
