I’ve never done anything for new neighbors coming in other than saying hi if I run into them when I’m walking the dog and just mention to let them know if they need help with anything. I think as long as you’re keeping the exterior of your home up to date so it doesn’t negatively impact property values, no loud guests or noises at night, that equates to being a good neighbor
Bake them cookies, and go over and hand it to them in person (don’t just leave it on their step). I have great relationship with my neighbors, but it took a common interest in gathering around a fire pit and someone being the initiator. And when my neighbor brought me cookies I felt delighted!
The thought is definitely nice, but some people aren’t comfortable eating baked goods from strangers and that puts them in a bit of an awkward spot. I think a box of nicer chocolates or a fruit basket or something might be better, and save the homemade cookies for when you know each other better.

Do you have an outdoor area? Maybe invite them over for coffee or a drink. You don’t give gifts after you moved in, that’s a bit odd

How close in distance are they? If you are in an area that gets snow, shoveling their sidewalk is a great and small thing (sweeping leaves/dirt in warmer weather) - this is what I've done but we are all very near each other vs full yards/driveways away
