If you'd still be working under the same supervisor, why is he so against you leaving? At the end of the day, it's business and you have to do what's best for you. I'd suggest sitting down with your supervisor and explaining the reasons why you're interested in switching teams. If you do have a good relationship, he'll concede and support your decision. I wouldn't go over his head.
Thank you for your advice! It is slightly different kind of work. I would only be collaborating with my current supervisor, if I chose that position.
I am worried that he will try to convince me that the job is not for you or does not fit with your qualifications and the discussion will end right there without even reaching my boss’s supervisor. It may look bad to approach my boss’s supervisor after he said that.

Schedule a 1-1s with your boss to discuss your career path/growth at the company. Be honest about your goals, even bring up the other position and see what they say. If they are a good boss they should encourage you to apply, or they might offer a compromise.
If they are very resistant to discussing the job or other opportunities for your career, then schedule a 'skip 1-1' with your boss's supervisor. Mention your interest in the position to them and see what they say.
I wouldn't just send an email.

I still think your best course of action is to first see how your boss reacts. I only think the skip 1-1 is needed if your boss is not receptive.
Good for you for seeking an opportunity of interest. I second what the above commenters have said, schedule the meeting, and communicate your intentions. But at the end of the day its your own decision. Do what's best for you.
Can you perhaps discuss with your boss beforehand? You can't let someone else control your career and decide what's best for you. I do understand that's how your boss would feel too in a perfect world but real life is complicated. I'd just make sure he understands you aren't snubbing him.

Would it be a different position altogether? I'm just trying to figure out what would make you want to leave. Good managers are hard to come by.
I am in the R&D group. Our career ladder is essentially a title change. Work done by Associate R&D Engineer is pretty much the same as Sr. Principle R&D Engineer, but with more pay. I am trying to move laterally into Engineering services, which has a management ladder to it. I can stay under my boss and grow up the research ladder as an individual contributor or move laterally into management roles. The position in the other group is somewhat a demotion but on a long term I feel it has more growth to it. My boss (Director, R&D) wants me to stick to the R&D career as an individual contributor.
