Looking at some SVP roles for technology / controls in the Southwest region. Glassdoor indicates $185-240k as range base comp, and target of $185-205k for average base. Is that accurate?

Honestly, if she had a good rapport with the prior HR rep that acknowledged the wrongdoing, I’d encourage her to reach out to that person, on LinkedIn or otherwise, and get their advice.
They have the history, they know the environment, and if they care enough to respond they can point her in the right direction, which may very likely be legal action. HR is there to keep companies from getting sued; if the agency left an entry-level temp minding the shop, it’s because they DGAF.
Also saying this while acknowledging adding pressure on her to take action right now might not be appreciated. Maybe she can semi-passively keep documentation going until she gets a second wind or something triggers an energizing anger surge? Acting immediately isn’t always required, but keeping the evidence in case you change your mind is.

As for what you personally can do? Just support her and encourage finding a new job
She doesn't want to leave. She has earned her place but she's tired and she has said she is tired. She wants to fight it out but she's tired. But thank you.
