This honestly depends on how driven you are as a designer. If you have a client who isn't given access to users, you still have the opportunity to go and do competitor analysis, secondary research and what not on your own.
Most project managers and clients do not know what design truly is and in any org i think it's very important for a designer to be a spokesperson for good design and fight for what's needed. Sure you might ruffle feathers, but that's part of the process.
We have the same.issues with walmart as well and I've been in a service based company for 5 years before this and i have faced the same issues you've mentioned there.
Constraints are everywhere and sometimes that challenge is amazing to work with, esp when it comes to UX. See in the end, UX is trying to do what's best for the user with what's there. Everything evolves lol
Going with a mindset to find an optimal solution between is business needs, tech and user needs is going to be your job profile, irrespective of whether you're working in a service or product company. Cause without each other, everything is just a concept and the user gets nothing.
