Go to his supervisor and ask who the go-to person for employee relations is at this time.
Maybe just me, I would still try and connect via messenger/email and give them the opportunity to schedule a specific time to address whatever my question is before going to management. It may be as simple as they forgot it’s on their door.

You’re not crazy. I would connect with their manager to discuss. Part of their function is providing service to employees and management.

We share the same boss. The owners have seen this our boss has seen this. I’m haven’t said a word. I’m currently working to get SHRM certified but I KNOW this isn’t right. I just wanted to make sure I hadn’t lost my mind. Thank you everyone.
If they’ve seen it and have no response, I don’t see what you would be reporting. I’m not saying it makes for good culture, but management is obviously supportive of their actions or passive.
Seems like he needs to be reminded about why he got into HR in the first place…maybe this isn’t the career for him? Is he your direct report? I would talk to him about the effect his sign is having..but if you’re not comfortable or know it wouldn’t have an effect, maybe something SHOULD be said!
Many HR pros are handling two, three, and four times the manageable workload. Please don’t assume a negative attribute. Instead, ask him/her how things are going. Reference the sign as the reason you’re concerned about him/her. I bet the HRG will open up.
I think we should all rally behind this ingenious idea and consider it a best practice. Do you know how much work I would get done if I had such a sign??? 😜
I like the phrase... 'Dont get furious, get curious '. Something like "Hey, I've noticed the Do not Disturb sign on your door has been there for a while. Are you doing okay? I want to respect your boundaries but at times I would also like to connect with you. Can you help me understand your point of view on this?"
I know our generalist has been doing lots of phone interviews the last couple of months and she generally puts up a do not disturb/meeting in progress type note on the door while they're happening.
The other suggestions to reach out and try and make an appointment are probably the best bet, it might be that the times you've checked in are the same times they've had other things going on. Not ideal and clearly an issue but unless it's brought up to them it likely won't change.

He probably just forgot it’s there. Mentally blind to it, OR figures no one pays attention to it anyway.
