I wouldn't just quit over something like this. I get that you're upset but it's illegal for your boss to retaliate against you for applying to a new job. I would address it in a one on one with your boss. Explain your thought process and apologize. Then start job searching to work elsewhere.
I've been there. I'm sorry you have to deal with this. Also sounds like the new manager won't be someone you can trust to keep things confidential.
I can tell you from experience that it is better to talk to your current manager about it to smooth things over. You don't want this to fester and impact you while you look for something else.
Check your employee handbook or ask HR about the policy. Many companies require that you notify your manager before applying for an internal position. Policies also require employees to have worked in role for a certain period of time and to have a certain performance rating on a previous review before applying elsewhere. That may be what was going on.
I understand that you are upset. If you can confirm that you followed all written policies and that this person broke them, you can say something to HR and have an honest conversation with your supervisor about it. However, politically speaking, this does put you in a pickle. It might hurt your chances of getting this new role and/or damage your reputation in your current role.
I followed policy. I double-checked and confirmed with a trusted HR contact. The political fallout is what I'm worried about. Maybe I'll just quit.

This is definitely an ethics violation. Unfortunately, I'm pretty sure confidentiality isn't guaranteed legally in handbook processes. I'm not a lawyer, but if you think this will impact you financially, it might be worth talking to an employment lawyer. Does your manager like you? Maybe the other manager just wanted to learn more about your skillset? Why do you assume this is a bad thing? If you were planning on leaving your team consider a different internal move ASAP or go to another company. No reason to leave your company immediately.
