I can assure you that this promise will be kept for 6 months, give or take. It’s practically impossible to guarantee such arrangement for more than 6 months.
Leave and if you don't like the new job you can always boomerang.
This is the wisest advice one could give. Obviously you are very valued in PA and they would hire you back. Try private and it doesn’t work out, go back to public. There are plenty of boomerangs. If anything it gives you a different perspective and makes you more knowledgable. The PA strategy is to maximize utilization and you will most likely be working the same hours.
Do a favor for the people left in PA and leave. Leadership will soon raise comp across the board...maybe!
I am in the same boat. I am not taking the counter offer because I have been saying this for just shy of a year now with no action to alleviate the stressors. Always remember that actions speak louder than words. Sometimes "promises" are not always delivered. I start my new job in 2 weeks. :)

We are a deadline driven profession, it’s just not possible to get clients to give us their info on our timeline and to predict when people leave. You will always have to be flexible, but that’s also why I like it, because I have the flexibility to work my hours when I want. Take the private industry job since it’s more about the hours than the money.

Jump ship now, you caused the leak.
Getting your firm to keep their promise will take a lot of work on your part. If you’re willing to hold them accountable and keep on them about the changes they promised, then you could consider staying. If you’re not into that work (which is understandable), take the money and run.
