That’s a great start date! When I was moving between jobs there was the stress of having to give sufficient notice to my previous employer within a time frame of what my new employer wanted, not to mention, the formal written offer hadn’t been extended. Also, it’s definitely to give you time to close out any open matters/transfer them with sufficient notice. Not to mention, some HR companies outsource their HR (or for instance government is usually a larger entity HR - ie city benefits rather than your specific entity in the city), so it can take longer to get all your benefits sorted.
