Use your new promotion to justify jumping to a new place and negotiate a bigger salary there.

No anytime you get more money the door is open to negotiate it. Have a frank conversation with your manager. “I’m grateful for the recognition but I want to be honest with you, this compensation was not what I was expecting. I love (the agency, client, team, whatever) and want to have a long tenure here - is there an opportunity to revisit this compensation based on (industry avg pay, contributions to agency above brand, contributions to client, contributions to team)?”
If no then interview.

I was in the same place in January. I only received a 5% pay raise with my promotion. Later I was told the average is 15%. I have great reviews, get stellar feedback from clients, etc., so I couldn't help but take it personally. 6 months later, my boss left, so I took on more responsibilities and used the opportunity to talk to my interim supervisor (the dept head) about another promotion and a salary adjustment. They did an analysis of what my role is paid at other agencies and came back to me with a better title and a much better pay bump (30%)

New agency. The current one will never pay you as much.
Like another poster said if you want the immediate bump move to another agency. If you’re not looking to move understand that you’re in a new salary range and your raises shouldn’t be less than 10-15%
If they don’t give you that then definitely move
You can’t really negotiate with your current agency when it comes to promotions.
You can get an offer from a new agency. And you can use that to press your current agency into bumping your salary. But I’ve never believed in that approach. People will always remember that you were ready to leave. And when layoffs roll in, you’ll be on the shortlist. Or at best, people will begin to divest in you (as far as opportunities, better briefs, etc).
Stick with the promotion (congrats!). Or get a new gig. The in between is not advisable.
I disagree that your current agency will remember you were ready to leave.
It actually means your current agency recognizes that you are valued, you recognize your value, and you view your artistic input and hard work as a tool for income, JUST like a business does.
If you’re good at what you do, a round of layoffs won’t put you on the chopping block. If youre sub par, then maybe.
I got a 33% raise using a counter offer at my last agency and beat out two layoffs before leaving a year later for another counter.
That’s business…
If you want a decent chunk more you’re going to have to move agencies, or put an offer letter in front of them.
But make sure you’d be willing to move if you go the offer letter route.
Everyone is telling you to jump because leveraging the pay negotiation is going to be a lot easier. The fact that you were underpaid, says a lot already. It’s not that you can’t squeeze a few thousand more out, maybe even up to $10k, but if you jump and leverage, we’re talking double that amount more most likely. If you already want to leave, take the promo and make new plans. If you want to take specifics, like what you were paid and what the bump is, DM me.

A very successful creative once told me to always think of yourself as a freelancer, even when full time. Measure everything in 6-month increments. I don’t think you’ll be able to budge them on a bigger raise. So.. work for 6 months. See if the job has any redeeming qualities.
For me, I know I can be making more at another agency. I also know I’d be working longer hours, may not have a partner I like or a team I like quite as much, or be working on a client I enjoy as much. In other words - the grass isn’t always greener. Ask yourself what’s more important right now - at this stage. But a title bump will never hurt. If you go to senior or ACD, could help with finding your next gig and getting an even bigger bump, even if you’ve only been in the role for 6 months.
I countered and they doubled the raise! Can't hurt to try.
Dang, I know logically that moving to a new gig is the best route. But no one would give a counter offer a shot?
Next spring? Start looking.
