Do the phone interview and see what they offer
I would mention that you're also being recruited or interviewing for another position when they talk about next steps, but no details. That lets them know you're in demand and won't be a blind side if you have to retract your application or decline the offer.
I would have the interview and leave as much as you can out before you find out what the role and comp will be. Once you've heard everything, you can decide to choose one or the other. Better to tell them when you've gotten closer to picking one or the other.
Do you prefer the position from the previous recruiter? If so, then I agree with the previous commenters' responses– however, if your new job sits well with you then I think it's imprudent to pursue the first one.
Phone interview went well. Still waiting to hear about Next steps. I sent an email stating I do have another offer on the table but they are my number 1 choice. I’m starting to feel like I should step into this new role, be great, update my LinkedIn, take some courses in project management and hope in a year or two I will have a similar or better opportunity to transition! In that year I can keep my eye mainly on that org and sector … I held off for too long and don’t think I can stomach to decline and be blacklisted
