Depending on where you are tax usually takes out 50% of commission so you should go with job 2
Yes every commission check of mine gets taxed 50% I also live in nyc tho
Ask what percentage of the team has met, and has exceeded their quota. Most companies say uncapped commissions to entice people but then make it difficult to hit quota.

Personally, I'd go with job 2. I prefer stability over the possibility of higher commissions - especially in the current economy. And yes, you can absolutely counter-offer for more. Most recruiters expect it.

Job 2, this isn’t a time to play with your base
If you are considering Job 1 ask to see the commission structure to ensure the increased quota quarter over quarter are achievable. Additionally I would inquire about their lead flow given the current state of the economy.
